We've all had them.  Those neighbors who drive you nuts, make too much noise, keep you up all night, don't cut their grass... whatever the case may be, in the old days we'd have to resort to leaving them a note or [gasp!] talking to them directly.  Now there's a new way people are getting their message across to their annoying neighbors.
